This post is really scaring me now. My app was unfortunately not received until Dec. 24 as I sent it late waiting for PCC for my wife. After sending the request 2x with no success due to poor fingerprint images I could wait no longer and sent the application. I got my PER on March 22, 2015 but I was looing back through some posts and it is really scaring me. So, people with application receipt dates in late December and PERs probably around the time I got mine are getting their applications sent back to them and their application fees refunded??? :'(

I think they only issue u PER if you are inside the cap. It does not make any sense to charge ur cc, issue u PER & then figure it out"U r out of cap"!
it just does not make sense to me.

I agree 100% and that's what I was thinking but then I read some posts saying otherwise. Hopefully you and I are correct that if we got PER we are OK.

Its getting frustrating. It must be the same CO's desk where our files belong to.

It cant be like - all those early feb PER applicant have complex situation so that its taking too long.

I have a friend who's application reached CIC very late december 2014. His application was returned (in feb/march 2015) but his CC was never charged.

May be its your NOC that saved u. It makes sense if ur NOC was a slow one.

As far as I know there are 6 early November applicants still waiting for MR including you and myself!

My PER date is 5th feb 2015 & app date is 17th Nov 2014. Still waiting for MR too.

Yeah. My NOC 2263 seemed to not have that many applicants. Hopefully that did save me. ;)

What was your friend's NOC? What's your NOC?

If you got PER, you've been counted toward cap, so you can relax now.
I am very surprised that you've chosen Canada over the U.S. All of the U.S.-based applicants I know of, have lodged an application for Canadian PR because they can't get their immigration status in order stateside.

They reached the overall 25000 cap somewhere in Late December.

Well, that is certainly a relief. This really does make sense to me. It seems to make sense that when they do PER they would make sure that the caps for the NOC as well as the overall cap haven't been met before they move your application to the VO.
