As per the second part of your quote:

However a final decision on your eligibility to be selected as a federal skilled worker will be made by a visa office.

They assessed her against MI again (as they always do) and were not able to award points based on ref. letter that is non-compliant with the standards.

As a results, selection decision was not in her favour and they sent NER and retained the application.

If you are an inland applicant you can change the address in e-CAS.
If you are States-based, you will have to write them an email.

Here are the means to contact Ottawa office, if you would like to speak with someone the only option is CIC call center which is based out of Montreal

Two months sounds about right. Maybe more.
 
I have this question to settle for one of my guys,
in respect of NOC job experience:

Experience Maximum 15 points
1 year 9
2-3 years 11
4-5 years 13
6 or more years 15

Can he claim 15 points for an NOC that he has 1.5 yrs experience where his has another 6.5 yrs experience in other NOC though now capped. i.e. 1.5 yrs experience under NOC 1114 and 6.5yrs experience under NOC 1111.
how many points will he get?

If he provided proof of employment in accordance with CIC standards he will be awarded points for both skilled occupations.

The process is smooth and you should expect an update in e-CAS in 3 weeks time.

So my ref letter is dated at the top, and stating I'm working 'since (the starting date) till date', as I'm currently still holding my position is that as per there standard or should have written again the date of issuance instead of 'till date,
I became paranoid with these wiered rejections.
