It seems they should know the situation with the FBI. The FBI has it right on their webpage that it is taking about 12-14 weeks for processing. http://www.fbi.gov/about-us/cjis/identity-history-summary-checks
I would communicate with them if it is getting close to the 90-days to ask for an extension. Try to keep some sort of proof that you have applied for the PCC and that the FBI is just taking long to get the response to you.

I submitted my police checks with my application but didn't have the FBI certificate at the time, so I just added a cover letter with a copy of the original Fed EX bill and said I would forward it when I received it. I have them now and this is why I guess they are requesting it. After submitting the finger prints I was paranoid if they would be accepted, even though they were taken at the local police station. I would recommend multiple ones if sending paper ones. 12 weeks is way too long to wait for a rejection.
Still trying to find if I can use my e-medicals from 2 months ago as I don't want to pay fees and travel again, if I don't have to. Can't really find answers searching through other threads.
