I know you are tired but dont compare the average time of MR PPR and BioData PPR. There should be no average time between the MR and PPR, because depends on individual case, not on processing time within the VO. It depends on your nationality, where you traveled, names on the blacklist that is similar to yours...... It has a lot of variables.
This time, the biodata is required because the visa office will not stamp the visa.
In normal cases, when you get PPR without biodata, it means your case got the final formal approvals and then they stamp the visa. In our cases, they ask for the biodata to finalize these formalities and then instruct us to submit the passports at another visa office. That's it that's all. Be good, it is almost over
