My experience at VFS (Bangalore), for sending passports to NDVO.
- You need two photographs, with studio name and date behind at least one of them. According to the person at the counter, these are just for verification, they are not printed on the file.
- This photo 'may' be printed on the COPR letter, though.
- If submitting passports on someone else's behalf, they may ask for authorisation letter.
- They will keep the letter + passports + photos in one single custom envelope that they have (you do not need to take any envelope).
- Just one copy of the letter is enough even if passports are multiple.

They asked for old passport also (if you have expired/cancelled passport). They will clip it to the newer passport.

They accept cash payment only. Cost is Rs. 638 per passport + Rs. 55 for SMS alerts (optional) per passport
- They take one day to transmit the passports between the VAC and NDVO
- I opted for SMS alerts, and will get messages when the passport is at the Visa Office
- When you get SMS that passport is 'out' of the Visa Office aka 'Embassy out' SMS, then the next day you can collect the passports.
- While collecting passports, you need to bring Govt issued ID proof.
- If collecting on someone else's behalf, you need a handwritten authorisation letter + Govt ID proof copy self-attested by that person.
The entire process at VFS took less than 5 minutes, very courteous staff
