You are not supposed to do it in 45 days, you must do it in advance. It is mentioned in the form IMM5612E "Document checklist"
"Police Certificates and Clearances
You are strongly encouraged to submit your police certificates with your application to the CIO. If you are unable to obtain all the necessary police certificates, you may still send your application to the CIO without them. However, we recommend that you take steps to obtain your police certificates now to avoid delays. You must be ready to submit them when requested by an officer."

On your PCC, you simply need to advise the VO throught a CSE that FBI clearance takes times, not sure but 10 - 12 weeks is what I gather from earlier posts. NDVO will happly oblige you with an extension.

The current wait time is 16 weeks plus mailing.

Please be assured that each issue is being identified and resolved as quickly as possible, but at this time anticipated processing time for an Identity History Summary is approximately 14-16 weeks. Finally V.O certainly provide extensions but not superior to 60 days, you better act fast.
