Yep, they have a centralized email for all sorts of communication.

3) Does CIC send an email in cases of NER or do you just receive documents back via postal mail

Sorry to hear that. If you appeal, how will you prove the form was indeed included in your package?

We had scanned the whole bunch before sending also a fax is sent to the immigration officer by our representative... however no much hopes as you said we don't have a concrete proof to prove our point... but we do feel helpless and certainly frustrated for being in the soup for no fault of ours
