My application package was returned since CC charge could not be performed. I was a NOC 2133(civil engineering) applicant. Can I still resubmit the documents for FSWP 2014 or it is mandatory to apply for express entry after 01/01/2015?

we received our MR,PCC,RPRF,passpost port bio page request on 7th jan..
me my wife and two daughters did our medicals yesterday..
we have paid RPRF 980$ online by credit card .
we also have the PCC for me and my wife..

do we need to send the zerox copy of the receipt for medical done along with pcc, biopage zerox and RPRF receipt to NDVO or we will get some other document from the medical center ...
please advice...
