Sorry I can't answer that but I have something else to say you. In your profile you said your VO is Santo Domingo but I think it's not.
As per CIC website, economic applications of Dominican Republic are processed in Mexico City, doesn't matter if there is a VO.

The same happens with Cuba. We have a VO that used to process economic applications but this year we are being redirected to Mexico City VO.
If you fix it the statistics will be more accurate.

yes its similar to an online transaction. . But your card must have international transaction limit activated as regular limits we have is within home country... please inform your bank that in certain time frame you will be expecting a charge from IMMIGRATION canada tell them not to reject the transaction due to security reasons
