Question. My wife submitted her app when she was single and now she got an email that she has PER.can she send an email to VO to update her marital status?or wait until further instruction?

It is a very close call for you. Your app can be 999 of 1000.

my Per email dated 16 Nov so unless the per email was automated, it is likely that cic officials have worked overtime during the weekend. If it is the case, their hard working is really appreciated.

I received this email at unexpected time, I dont know to say but thannks God for everything....

My application for 1112 was received on 21st May and i received PER on 17th of Sept. Till date i have not been contacted by NDVO. Do you think it is normal or any idea?

They are a GCMS enabled VO, so your file should be with them already.
The primary applicant should send CSE to ask for document list to add spouse to the FSW application:

And y they are only working on 2173 noc what about rest I cant c any update from rest of the codes

August applicants belonging to non 21XX NOCs had also been charged last week. September charging would probably start in next 20-25 days.

Sorry, I don't entertain people with answering questions that are addressed by a one-word google search.

What is GCMS and how about Singapore Visa office?
Is this online automatic transfer of files system or what?

These guys use paper files, hence the processing is relatively long for SGVO applicants. Basically, if a VO sends AOR then they have a paper file transfer routine. If not - it is GCMS stage II.

Just got my PER from my consultant, I was so upset as I had been asking my bank
about my DD encashment and have been told that DD was still outstanding
Bank confirmed this on 6th Nov, 10th Nov, 12th Nov and 15th Nov and made me wonder
if everything was ok with my application.

Got a big surprise today morning (IST) got my PER + ECAS status also updated with first line.

Mode of payment-DD
DD-encashed- 6th Nov 2014
PER- 16th NOv 2014 (Recd by my Consultant in Vancouver on sunday)
ECAS updat-16th Nov 2014

Being so advanced, singapore VO uses paper based files.... my bad.
