You need to inform ndvo using cse. You can upload documents here and send the hard copy to

After PER, your file is sent to your VO from where the processing start, (Back ground checks on documents etc), just make sure if you have given your ex. experience then it can be verified. I suggest you meeting your ex. boss to lighten up the matter :) .
Informing VO will be best thing through CSE after PER. It won't hurt your case but will further strengthen it incase if your ex . company tries to delay things!, in that case VO will know what to do (might take alternative step in a positive way)
Others can give opinion too with experience of same situation.

Inform NDVO after about 20 days from PER date. Send the relieving letter copy of earlier job, and new offer letter copy and letter of joining copy for the new company to NDVO.

There is nothing called NER or PER to be honest. These are forum invented terms. There are people in SS who didn't receive PER email, and still did not receive a refund.

In my opinion, when an application is put into processing, it means that file is successful in completion check and the file has been shifted to a higher authority who doesn't touch file before fee is paid.

If the higher authority approves it then it's a eligibility pass, if they send it back because they found something is incomplete then it's a incomplete file return with refund. They the authority finds that file is complete still applicant doesn't look capable enough to establish himself financially in Canada, then it's a refusal with no refund.

PS: I used to be indecisive but now I am not sure. ;D :D
