Dont keep your hopes up with 3012. Go with 3233 and you will have peace of mind. Once 3012 is officially CAP reached, 3233 will flood with applications.

One of the biggest negatives of long gap between MR and VISA is the window of landing in Canada becomes narrow as visa will be valid for 1 year after medicals are done.

Some in NDVO have completed medicals about 2 to 3 months ago and still not received a PPR request. After PPR request it will take atleast 2 months for a visa so even if NDVO applicants who complete medicals receive PPR in a month from now the difference beween Medicals and PPR will be close to six months so the time window to land in Canada will only be six months, which is quite less.
