Cap is most likely based on completness check not PERs according to the message our friend Zaydoov received from CIO (Thanks dear idefix for sharing the message), so we can assume that the cap figures are accounted for by the application received till 20 August (as our friend Diplomatru has already explained).

Same will be true for 2173 as well? Meaning current 699 applications for 2173 should include if not all aug applications but atleast till 15th aug?
Mine reached on sep 30th for 2173, that's why little tensed.

So do we have any idea about the duration between Completeness check and PER ? (how long after Completeness check the PER was issued on average)

C-check due up to 84 days. PER - 120-140 days.

As far as I know, CIO does not automatically send an e-mail to a rejected applicant, but this could happen in one case: if the the applicant passed successfully both completness check and the main NOC eligibility but failed to accumulate 67 points, which is the worst scenario, because CIO will not returen the file nor the fees, but will send an e-mail explaining the reason of rejection. Anyway, most forum members who reported receiving e-mails from CIO mentioned that those e-mails were in response to previous inquiries they sent to CIO, so I think you should send them an e-mail asking about your situation.

It is an abbreviation for Case Specific Enquiry- the official designation for CIC addressed communication initiated by the applicant/his representative.
