First of all confirm in which now you want to apply. If it is not a hot NOC than you can think about giving the IELTS exam in Jan. I don't think so that all the categories will reach there CAP. 2. That is difficult to say since there has been no cap update since almost a month, but what other option do you have? Only cost you will incurr is courier cost may be about US$50? so you should send your app ASAP without considering this, in whichever NOC your experience matches the best
3. You need to send a new file, with update forms as of the day when sending the application
I think if you mentioned too many job duties to cover everything possible for NOC then it could backfire because it'd create a degree of vagueness and also can show sign of desperate attempt to qualify rather than genuine attempt to demonstrate your real profile.
I'd suggest one should have precise job duties in 4-5 points in well structured format. Your overall work experience is considered, so other factors such as how well you're paid (compared to average salary in your country of residence) and how confident your overall profile looks does influence the direction in which VO is thinking. Try to be genuine and straightforward.
