I have a general question to all. Does it make any sense to start looking for jobs in Canada after receiving PER. If one gets a job offer after getting PER then would it impact the application in any way either positively or negatively?

Look, for the last real cap from CIC - 817, there was 301 applicants in SS. It's 36.84% from CIC number.
For your date 7/30/2014 there are 348 applicants in SS.
Because we know number of applicants in SS for your day, we can restore how many applicants should be in all world. Let's do it.
348/36.84% = 945. So, you are in cap.

It's very interesting formula... but what i can't understand that how is the number of applicant for my NOC on 9/10/2014 (the last real cap from cic) is less than the number of applicant for my NOC on 30/7/2014 ?

According to the letter from CIO which I have received September 30, 2014 I was advised: to inform the visa office of any changes in your application (e.g. birth or adoption of a child, marriage or common-law relationship, new occupation or employer, submission of an Arranged Employment Opinion approved by Human Resources and Skills Development Canada, change of address, change of e-mail address, change of immigration representative, etc).
In this connection I would like to inform you about birth of child in my family. My son was born October 22, 2014 at 10:17 AM. While getting of Birth Certificate and Travel Document for him is in process I wish to let you know about this event right now.
I am ready to give any additional documents to process my application.
Could you please specify the list of documents which need to be provided in order to add my newborn son as an accompanying dependant to my application for permanent residence in Canada.
