like I have said before, the old passport becomes invalid for TRAVEL. But it has absolutely no effect on your application with CIC. You can inform your visa office after your get PER or after the visa office send you AOR/MR whenever they ask for the update.
 
Not impossible. It is call center. From today, they will say NO. ;) ;)

I get a hang of what namaste, Century and others are saying.
The central point is - your passport is not cancelled or anything it is just invalidated and a new one is issued. So basically, this should not be an issue even if CIC verifies PP(dont know if CIC does that or it is done at VO end).

So, pls ignore the junk i wrote below :) and renew your passport as soon as you can :)

Ex- if you are sure that it will be done in a month's time, may be you should wait for around says 60-80 days before the expiry and get this done.

It is also partially dependent on the expected PER date. Based on my estimates(mind you estimates!), you could receive your PER around 30-40 days from now(Nov end). So if that comes out good, you would probably need the renewed passport by Dec-end to Jan-end based on 1 month of period of VO request and submission time period.

All in all, Applying after receiving PER or after a week or 2 of your CC charge looks ideal.
As a general rule, it is always a good practice to have the travel document renewed before the last 6 months of the expiry period.

Regarding the eligibility criteria, I didnt find anything. So, I believe there is no such requirement - but wanted to double check with others as well.

on the other hand, if I renew the passport now, my previous passport will become invalid and when CIC does the first check, they will find an invalid passport and might return the application too... ?

That's scaring me...

I beg to differ...my point is when CIC does the check, it will be check on "exception / flagged / list" or their own database of visa issued / denied list....and not on active passport records database of the Govt Of Brazil. I doubt if a country will share their entire pp holders to any external agency! Just for argument sake if we proceed on that line of thought assuming they have some special treaty, if they check with Brazilian government, obviously, the entry will read "Cancelled for Reissue / without Prejudice"..

So best option is to keep enough hard / scan copies and apply for new passport while awaiting cc charge, as the old one will be having the "canceled" in the interim, if CIC ask for some additional copy of passport.

So that means he is going to announce set of rules on Jan 1, 2015, and hopefully he will also announces changes related to other ongoing Immigration programs if any.

what would CIC do with applications received in November they have a processing time of approximately 3 months for PER, Any clue ?

They put a lockin date on application on the day application is received at CIO. So even application received on last day of FSW 2014 program will be safe.
