I think its quiet clear when he says FSWP will be under express entry post december 31st. build ur account. I think process shud be;

1) Create a profile with job bank
2) Your profile will be given ranking based on ur education, work experience etc.
3) Your profile will be accessible by employers across canada.
4) Expression of interest by employer.
5) Once employer shows interest in a profile CIC looks into it and approves/disapproves depending on factors
6) If CIC approves, they invite candidate for applying PR under CEC, FSWP etc categories.

This should take 6 months as they mention on website...Rest of the process should be same. So when he says under express entry he means post december FSWP is closing

He didn't really answer the question. He said FSWP will be UNDER express entry starting in Jan1. Or did he mean the two will run simultaneously?

Correct me if i am wrong. there was someone from the community who got confirmation from CIC through call center and they said FSWP will be active till 2015 april. I am not sure who he was but there was confirmation for sure!!

Application received: 19th June
Payment mode: DD
NOC:1111
DD encashed date as per PER: 8th Oct

facts about my application:

1) Stapled each form
2) included 1 year 3 months exp of articleship (Total articleship 3.5 years, however managed to get reference letter of just last articleship) (Duties were matching 70 to 80%)
3) 8 Months in Company A(Duties were matching 70 to 80%)
4) 2.5 years in company B( Duties were matching 50 %)

Self calculated points: 70
out of which 13 is of experience

Now, what is the possibility from above, they have considered either articleship experience or experience in Company B.
Other possibility is that they have considered both experience.

It was always clear that FSW will be under express entry starting in Jan 2015. So, the minister didn't give any new information. He didn't explicitly say that the current program will end early either, neither did he say that it will continue past Jan 2015 as a separate program, which was the original question. Although my hunch is that they will soon announce the official end of the current program before jan 2015.

As I said earlier, the renewal is partially dependent on the time that you would need to allow the renewal process to complete.
Ex- if you are sure that it will be done in a month's time, may be you should wait for around says 60-80 days before the expiry and get this done.

It is also partially dependent on the expected PER date. Based on my estimates(mind you estimates!), you could receive your PER around 30-40 days from now(Nov end). So if that comes out good, you would probably need the renewed passport by Dec-end to Jan-end based on 1 month of period of VO request and submission time period.

All in all, Applying after receiving PER or after a week or 2 of your CC charge looks ideal.
As a general rule, it is always a good practice to have the travel document renewed before the last 6 months of the expiry period.

Regarding the eligibility criteria, I didnt find anything. So, I believe there is no such requirement - but wanted to double check with others as well.

I am wondering the best moment to do it: Now or after receiving the PER (being optimistic and believing everything will go fine) when I can handle the matter directly with my local VO. I am from Brazil.

I am concerned with what i435 mentioned about any potential requirement at the first step with CIC though. if they require 6 months validity date, the will return my application (and I will lost my shot).
on the other hand, if I renew the passport now, my previous passport will become invalid and when CIC does the first check, they will find an invalid passport and might return the application too... ?

That's scaring me...

Isn't it better to renew the PP after receiving the PER then? In Brazil it will take about a month to do that, and I can have it scheduled in advance so I will make on the approx. date that I need (based on the forecast that my application might be charged at mid of november).

I am not seeing your logic as to why it is better to wait until you receive PER. Your passport renewal status has nothing to do with whether you get a PER or not. But it will be an issue later on if they asked for your updated passport and you couldn't produce one within the deadline.

Thanks for sharing your thoughts but If I may, renewing PP while apps is with CIC is not a problem at all. Take my case for example : my PP will expire Dec2014, had sent my app on May 29, 2014..renewed my passport and got a new one on June 20...received PER Sept 24...

I would suggest just go ahead and have the PP renewed, once PER is received there's still plenty of time to update Local VO of the new PP.
