I applied under FSW2013 as well and got file back due to cap reach. In my returned application, they have given me UCI which I used to check ECAS status.

Hello all,

Through asking some friends, they told me that "Indian police certificates are not available for foreign (non-Indian) applicants applying outside India." And I found that also in many different websites?.

Is that true?!
Please, is there any non-Indian applicant who was a resident in India has face this issue? If so, do VO's or CIC will consider this fact and ignore PCC for foreigners non-Indians who lived before in India?

Not true.

I would recommend you visit the Consulate General Of India's website for your home country/city.

How long must I stay in Canada to keep my permanent resident status?

Yemen. The capital is Sana'a.

I really do not know how to act regarding getting the Indian PCC for the period I lived in Bangalor.

I do the same but I use google maps to see the places where i used to roam around while i was in canada.
