If it is more than one year..you can reduce 2%...as I think this is the pre-closure penalty if within 2 years (or less if more). Do ensure you get a certificate from your Post master, with "free funds AVAILABLE to withdraw" based on this PO MIS account and SB Account together if any.. (and he will deduct the this pre-closure amount in his certificate), so if later at VO stage when they re validate in detail it is clear.
Many countries have Post Office acting as banking channels. So no worries. All the best!
