1- Yeah our profiles mostly match 2173 and 2174 categories having caps 343 and 718 respectively as of today. --->> Actually those numbers are not really "as of today"...Presently, CIC is processing applications from first week of June 2014. Applications from last 3 weeks of June, July, August, September once processed will drastically increase these numbers (they are already submitted and in queue before you). In a nutshell, it is very very very difficult to make it under NOC 2173 and 2174 now (unless you submit your app within this week itself, even then it wud be difficult actually). Your best chance presently is NOC 2171-Information Systems Analyst and Consultants (just check if your job duties match those required for this category). Even this category would cap out soon (even for this one, you need to submit your app by mid of October or Max by 3rd week of October).

The transcripts have to be attested by either Controller of Examinations Office or Registrar Office of your university, sealed in an envelope and then sent across to WES for evaluation. Are your transcripts attested by the said authorities and sealed in an envelope ? If yes, you might be able to use them (however, the "international academic transcript request form" also needs to be signed by the attesting authority and the unique WES reference number mentioned on this form and to be sent along with the sealed envelope. I think with the time constraint that you have, you might wanna use the transcripts you already have and simultaneously get in touch with WES and explain to them things if they have any issues with using the attested transcripts you got sealed in 2007.
