Well I don't think PCC takes month to process it only take week or so. So even if it's month then also you'll have it older for 2 months which is completely okay. There are many NOC in which CA can apply, NOC is job description based not education specific. So he needs to look into related NOC descriptions to see which one matches his wife's JD. Your friend has to options
1. either do it himself or ask his wife to go through list of eligible occupations and following PDF file http:// www5.hrsdc.gc.ca/noc/english/noc/2011/pdf/PrintableVersionNOC2011.pdf (remove spaces)
2. Hire a consultant, who can spoon feed him.
