I have applied under noc 1123 self employed. I have attached reference letters f rom my various clients mentioning my duties I performed to them. My question is how to convey that I do it as full time. Since I am a self employed, no body can confirm this

I suggest you immediately write to your local VO about this with all the reasons. Plus if you have some proof of either your communication with Afghanistan and Rwanda authorities attach them as well.

Found the below links about Afghan PCC. If you get official confirmation saying they can't give u unless you visit the country again, I think your VO will accept this as an exception.

The provided link does say though that as Non-Resident you can apply for PCC with the Afghan consulate. And that's what supposedly NDVO is expecting of you,

on this note can my parents/ siblings sponsor me for proof of funds?

I am not able to show $11,824 on my own. can someone help me with this?

I am surprised, May applicants started to get PER by early September. What were they doing for almost 4 months?

It was established earlier that the figures in the CIC under "applications we will accept..." section stand for issued PERs.
This conclusion is easily drawn from the fact that allocation of CAP and PER actually represent two sides of a coin. You cannot issue PER and not allocate the CAP and vice versa.

So how can they finish 500 per in. Every single week

Request a written rejection. It will be as good as PCC to CIC.

I had posted the below questions yesterday but didnt get any reply.
Seniors - if you can please clarify my doubts, that will be a great help:

1) Do I need to fill 'Additional Dependants/Declaration [IMM 0008DEP]' or can I just skip this particular form since only me and my wife are applying and
the information is already captured in the 'Generic Application Form' ?
Dependent's as per CIC is your spouse and kids < 19 years of age.
2) Question 7(c), Schedule 3: Economic Classes [IMM 0008 SCHEDULE 3] form
"Is your spouse proficient in English or French" - Do I need to select NO if spouse hasnt given IELTS exam ?
mention as NO.
3) Question 12 in "Schedule 3: Economic Classes [IMM 0008 SCHEDULE 3] form". For 10 months experience, can I select 1 year ?
do u think u will make 67 points with <1 year of experience? if its due to multiple companies.. mention it under the same line rather than breaking for each company
4) Additional Family Information [IMM 5406] - Does this have to be filled by both me and my wife ?
YES. in one form u'll be primary applicant.. in second she will be.
5) For the funds, can I put my bank account balance in the 'assets' and 'settlement funds' ? Also, where do I put the stock/share balance (under assets or under settlement funds) ?

1 business week equals to 40 hours. 500/40 = 12,5 man-hours if we agree that it takes 1 hour to complete eligibility review per file, which is case specific, but nonetheless. I have strong reason to suspect that the taskforce of CIO engaged in FSWP-14 processing amounts to ~15 CPAs. So, can 15 agents process 500 applications a week? Absolutely.
