I'm new to this forum
I'm 2nd May applicant NOC 2123, CPC-O Visa office. It is quite long unfolding of events so i will sum it up.
1. Did not receive PER -> sent inquiry to CIO-Sydney.
2. CIO-Sydney replied that they no longer have the file and i should contact CPC-O.
3. Sent inquiry to CPC-O -> Got reply that they are confirming that the "application is being processed as per our regulatory timeline."
4. Still No PER

Today my uncle, who is authorized to receive information on my behalf, got an e-mail that my file is being transferred to New York Visa Office.

I'm currently in Canada with Student visa till April 2015
I haven't received any correspondence from CIC other then the replies to my inquires to them ...

Why is it being transferred to New York?
What should i make out of all this?

Yes i thought that they would send it to my country of citizenship. it is weird.

Whether this concept is used or not, is up to the merchant, most merchants will use it as it is more secure for their business but some don't

By experiment, CIC does not used this concept. They can't even ask for the password as it is illegal for a merchant to know it and should be from CC holder to MasterCard gateway directly.

I believe the reason behind this is that CIC has nothing to lose, it will charge the CC, and if any dispute rises on the transaction, it will simply chargeback the CC and send the file back.

so in short, it is safe insha'ALLAH to use a CC even it is enrolled in "verified by Visa" of "3D Secure"

Bro, its sure shot that you won't come in 2173 cap, even by that time 2174 will also filled.
You should start preparing another file and send it immediately asap before 2172 also gets filled.

can someone help, how to get DD from USA.
and of what amount should I create DD, I have to pay 1250 CAD, so how do i decide the conversion rate because DD will be in USD.

After getting PCC, MR requests about a week back, I went to Passport office for PCC.

Booking the slot took a week's time.. I thought the PCC will take only a day in India except for address changes, but dint know in some cases (old passport, verification waived off previously etc...) a police verification just like a new passport is required for PCC. The police verification takes time, and hoping that it will be completed soon... I was told that It could take anything between 4 days to 3 weeks, hopefully it get's done soon for me. I have about 30 days left (taking out postage time) to send the details to VO.

People who have not yet applied for PCC from India and who are under impression that it will take just a single day... Please complete the PCC immediately, otherwise it will lead to unnecessary headaches.

I just received my application back. It was posted on July 18'th and it was just delivered today by the postal service (more than 2 months).
My application was deemed to be incomplete (as per the CIO officer judgment).
The officer states in the return letter:
"You have identified NOC code 2131 - Civil Engineer as the primary occupation to be assessed. All supporting documentation provided regarding this work experience history was taken into consideration. The employment letters from...X,....Y,....Z do not provide sufficient evidence that you performed the actions described in the lead statement for the occupation or that you performed a substantial number of the main duties of the occupation as set out in the occupational description of the NOC, including all of the essential duties.

Therefore, I am not satisfied there is sufficient evidence that you performed the actions described in the lead statement for the occupation or that you performed a substantial number of the main duties of the occupation as described of the NOC 2131 - Civil Engineers.

The employment letters and supporting documentation from A,...and B,...indicates you performed the actions described in the lead statement for the occupation and that you performed a substantial number of the main duties of the occupation as set out in the occupational description of the NOC.
However, you have not provided sufficient evidence that you have a minimum of one year of continuous full-time, or equivalent part-time, paid work experience in this position. The employment letter from A,... states that some of your work experience is beyond the our required 10 years.

As your application does not meet the requirements of R(10) of IRPA, it is considered incomplete and is being returned to you for this reason".

First of all I would like to clarify that all the information provided to them is accurate and geniue. In their explanation letter they did not mention any thing about my 2 year experinece in D,... company, even though I sent the reference letter from the company as well as the employment contract.
Moreover, as a Civil Engineer I have been performing various duties (related to the construction sector) during my 13 years of experience. And I'm really surprised to see such a partial judgment from CIO officer.
However, I seek your valuable help to prepare new work references as per NOC-2131 prescriptions. I would like to get your opinion if there is any problem if I revise/modify the reference letters to adapt to the NOC-2131 prescriptions. Does CIO keep the records of the submitted documents (even though they have returned back the whole pack of the application)?
Looking forward to receive your kind opinions....
