It all depends on your WES ECA report. its not that you won't get any points for diplomas you do. Kindly check this link for a clearer picture:

I do not think CIC will award points if WES report says 'TWO Years of post secondary study at a non recognised institution'. It doesn't mention any degree or diploma awarded for the same.
But if your graduation degree is showing good canadian equivalency such as 4 years or 3 years, you can try getting a wes report only for bachelors degree.

It is clearly mentioned on the form 5406 that the principal applicant, spouse and children above 18 need to complete their own copy of the form.

Get that completed by your spouse and send your application back asap. 2171 might just be open for some more days.

PCC always has to be original. You can submit it when your VO asks for PCC (usually along with MR). If you are from a speedy VO and it takes a long to make PCC then, you can start preparing for PCC once your get your PER. Otherwise, you can wait until VO requests for it.

Correct, below is what's mentioned at the top of the form:

"The principal applicant, their spouse or common-law partner (if applicable), and all dependent children 18 years of age or older must complete their own copy of this form. Complete ALL names in English and in your native language".

@ ToCanadawithLove: You must hurry and fill out the form and return the package. You can still be in cap, don't worry!!!

5406 forms had to be sent separately for you and your spouse (that is 2 forms in total)... This was the reason for your rejection. You should send another application asap by end of this month to be in the cap.

These two forms were anyways not required for you. IMM0008DEP is needed only for people having more than 5 dependents.

What ToCanadaWithLove missed was a mandatory document IMM5406E clearly required for PA, spouse.
 
Post graduate study from non recognized institute may not get you points but if WES evaluation report says canadian bachelors 3 or 4 years then you are good no need to get another report for just bachelors. 21 points for bachelors
