You don't need to wait for MR. If NDVO provided AOR, that would be when you should submit these but since NDVO hasn't been prividing AOR recently you should go ahead with the updates. I don't know the address of NDVO, may be you can find that out from someone else.

Will it be an issue if there is no date of opening even if the account is already 2years old?
