Still - some calls are based on Judgement. If my ref. letter is on a Company Letterhead, I will send a COPY. This is clearly mentioned by CIC. On the other hand, If i get my supervisor to jot it down for me on an A4, I would ideally enclose the ORIGINAL itself.

Thank you namaste.. I know IELTS will be valid for 2 years but what about the ECA. If my application is rejected due to the cap being filled, can I reuse the ECA for the next application? What I would do is get everything started and keep checking this forum for cap updates. 2174 is a no-go. But 2173 could still be open when you are ready. If so send the application, if not you will be ready to apply as soon as the new process opens.
Also, it will likely take you 2 months to get things (IELTS and WES in particular) done.
