Question is not clear. Answer the below queries first:

1. According to online tracking , your application is currently located at Halifax? and It has not reached its final destination yet?

2. Did your consultant send your application to Halifax instead of Sydney?

1. Currently application has reached at Mississauga and is still with courier company Aramex.The destination address as seen in online tracking is Halifax, nova Scotia.
2. Yes, it seems he has sent the application to Halifax instead of Sydney and they are defending by saying it is correct.

Once the hot categories got capped situation will change, because there are few categories which receive only few applications. In my opinion cic will receive aprox 7000-8000 applications for fsw2014

You can check with local HDFC branch where you got the draft opened. They will surely help you.
