Credential: Bachelor of Arts
Institution Status: Recognized
Admission Requirements: Secondary School Graduation (BTW does this mean 10th or 12th)

Well it is a bit confusing; however New Delhi is the only office which looks into PR applications none other in India are dealing with PR applications. I know I am not helping but I suggest you call CIC immediately and ask them.

I think chandigarh is also there for india

Yes; there are three

1. New Delhi
2. Chandigarh
3. Bangalore

However New Delhi is the only one dealing with PR, others are dealing with different applications; as is stated at http:// www .cic .gc .ca/english/inFORMation/offices/apply-where.asp#i (remove spaces)
