I request if someone could help me out with current status as I see 188 people have got their file number for this 2173 NOC.

i think that is the number of people received PER. there hundred files waiting be processed.

You must select the visa office that serves your country of nationality or the country where you have been legally admitted for at least one year.that

Does this mean that I should be legally admitted for at least next 1 year or from past 1 year ?

I think you need to go click on Profile link above, then under Modify Profile (left hand side) click on Forum Profile Information.

I think you need to make a minimum 20 posts to see it, but I can be wrong. (This seems to be your 3rd post, so it would take a while.)
