Dear Members,

Please clarify for the following things...My file reached June 23/2014 for NOC 2171.

  • My name on my daughter's birth certificate is printed wrong. I corrected it with the help of municipal official and asked him to put a seal right beside the corrected name. Would this create any issue?
  • I have total of 10+ years of experience and served as Software Engineer and Senior Software Engineer. However, for the last 5 years I worked as systems analyst and IT Consultant. I got all the relevant roles and responsibilities docs for last 5 years as I am claiming only for last 5 years. Rest of the years, I have given all my pay stubs, offer letters, Form 16's, service and resignation letters.

I've applied for noc 2174, and my application was received by Mike on may 9th. Obviously my CC was not charged and the application was sent back on july 21st (the refusal letter from CIO was written on july 18).

It was stated that my application does not meet the requirements of a complete application pursuant to Regulation (R) 10 of IRPA.

Well, here is the transcript of the employment reference letter sent with my application:

With that letter, I have sent copies of the last four pay slips.

That's the evidence I have sent and which was not accepted by CIO.

A month or so ago, I've asked here, in the forums, if any1 would be kind enough to provide me the email address of the enquiry responde team, from the Skills and Employment Branch of Employment and Social Development Canada, so I could check if my job duties indeed matched the description of noc code 2174.

I didn't email them the exact same letter I sent with my application, but instead send a "shorter version" of it, in topics, which you can find bellow:


Basically the same thing, but in form of a topics list.

This is the response I got from them:

They said that the description could be appropriate for the NOC I applied for.

After this long wall of text, I come here to you, specialists, and ask:

What did I do wrong?


Did I write the reference letter wrong? Should I have done it in a topics form? How should I have written this letter?


Interactive media is pretty much a broad term, and the work I perform, doing stuff for iOS and Android, more specifically for 1 app, is not necessarily mentioned in the lead statement, except for the part that says:

+ Program animation software to predefined specifications for interactive CDs, DVDs, video game cartridges and Internet-based applications

Would any1 be so kind to help me out here so I can send the application back as fast as possible?

Also, I called CIC and asked them about the refusal letter, and it was said to me that if there was any other mistake on my application (missing document or any other thing that could cause it's refusal), it would be stated in the letter as well. The person said that, for sure, it was the only mistake.

Can I be rest assured that all other docs (education, PoF, police certificates and so on) are all correct?

I am not a 2174, but based on your job descriptions I feel like it does not contain enough of the job descriptions under 2174 as the refusal document states. Usually, people need to match about 60-70% of the points mentioned in the duties for 2174 and fulfill MOST of what is stated in the lead statement. It looks like your reference letter lacks in these regards.

Since the modification has done from the respective authority - this should be fine....

And for the employment - this is acceptable...No issue since u r claiming points for those yrs for which u have sent ref. letter....:)

What is the NOC of click.trick?

I have an idea that different CIC guys handle different NOCs. If his NOC is cold, his processing officer may have already gone through his Application for completeness check and thought he should make the enquiry.

CC/DD charging is most probably handled by a different department and that is done according to Application Recd dates. It has nothing to do with Officers doing the completeness check.

So, it may happen that completeness check has reached, say 30th May, but CC/DD charging department is busy charging 16th May Applications.

Just my 2 cents :)

my qualification is equivalent to masters in pakistan but wes gave me equivalence of bachelors . in forms i mentioned my qualification as masters and wes equivalence as bachelors. my marks are more than 70 with bachelors qualification. i am afraid if they reject my application as i hv mentioned masters qualification and wes equivalence is not masters. are there chances of rejection?

But will suggest u to organize the ref letter with more matches like below HRSDC site (if u do ur job duties mentioned on the below site) :

1. You can leave that section blank, in my opinion. It's only applicable to people from certain region. Like some Chinese people I think have different English name than their Chinese version. As long as all your documents (passport. degrees etc.) have your name in English you may leave them empty. Though I left it blank, I'd suggest you get a better advice on this.

2. Hindi should be fine. Only reason they require mailing label in local language is because if postman doesn't understand English he/she still can deliver your package back to you.

3. WES has already given you a realistic timeline. If you've selected courier delivery then it will be delivered much faster.

Thanks for reply brother. :o We don’t know anyone from the foreign exchange department. we have to wait for PER email just like fishermans :( :( :(

Apu, SCB official don't cooperate at all on encashment of DD - they lie flagrantly that it is not possible to know >:( >:( >:(. You can only know the encashment status if you know someone in the foreign exchange department of the very branch that issued your DD. Else wait for PER/ECAS update.
