Hello people. I'm back from my vacations, only to find out some very bad news. My application was returned. Feeling a little devasted here. But I'm totally in the mood to send it back, even if it turns out to find that the cap has been reached.
I've applied for noc 2174, and my application was received by Mike on may 9th. Obviously my CC was not charged and the application was sent back on july 21st (the refusal letter from CIO was written on july 18).
It was stated that my application does not meet the requirements of a complete application pursuant to Regulation (R) 10 of IRPA.
It was said that there are not sufficient evidence that I performed the actions described in the lead statement or that I performed a substantial number of the main duties.
Well, here is the transcript of the employment reference letter sent with my application:

I, (name of my boss), the image executive director of the (company name) in Curitiba, Parana, Brazil, hereby certify that Adriano XYZ XYZ (me) works for this company under my supervision since april 2008. his works specifically consists in creating interactive media content for our application for tablets, such as the iPad.
Based on the content produced for the printed newspaper, Adriano creates the newspaper digital version for the app and adds interactivity elements that cannot be reproduced on the printed pages. The entire content produced by the journalism team for the printed version is adapted for the digital media, plus interactive elements such as slideshows (using further pictures made by the photographers), animated info graphics, audio and video of interviews made by the reporters, websites used as the source for the article and that may serve as a reference for the readers and other items that may add new layers of reading experience for the readers, layers that cannot be represented in the printed version. All of this with no need for the user to make use of other device, such as a computer or even any other application Information and interactivity at the reach of the fingertips within a single app, an only device.
Adriano works in the capacity on a daily basis, from mondays through fridays (including some weekends on a shift basis), between 17:30 and 23:45, totaling 44 hours of work per week. His yearly pay is R$ XX,YYY.ZZ (xx thousand brazilian real) and include the following benefits: 13th salary, paid vacations and full health coverage.
Given the work experience described above, I can strongly recommend ... yada yada yada...

With that letter, I have sent copies of the last four pay slips.
That's the evidence I have sent and which was not accepted by CIO.
A month or so ago, I've asked here, in the forums, if any1 would be kind enough to provide me the email address of the enquiry responde team, from the Skills and Employment Branch of Employment and Social Development Canada, so I could check if my job duties indeed matched the description of noc code 2174.
I didn't email them the exact same letter I sent with my application, but instead send a "shorter version" of it, in topics, which you can find bellow:

I work for a newspaper in Brazil, responsible for the online digital version of the newspaper, for mobile devices, more specifically for tablets, such as the iPad and various other android devices.
My daily duties are:
- create and develop the digital version of the day's edition of the newspaper
- Ensure that all information produced for it is also presented in the correct way for our iOS/android apps.
- Make use of the material produced by the rest of the staff (reporters, photographers, video camera crew and so on), not used for the printed version (due to the, for example, impossible use of a video on a print media), makes it's way into the digital version adding more depth to any given article.
- Offer our readers (clients) a platform in which they can interact with the content displayed, through usage of slideshows and/or animated images/graphics, complete (or edited) audio interviews and videos, interactive infographics, commentaries, additional content from other sources (fonts), all of that without the need to use a device other than the tablet in their hands, and also without the need of using a different app, other than our reader app.
- When necessary, work, alongside the IT department, on developing new features for our app, using Xcode, jquery, html and various other languages which are usable for the app.
I'd appreciate if you could have these duties assessed.

They said that the description could be appropriate for the NOC I applied for.
After this long wall of text, I come here to you, specialists, and ask:
What did I do wrong?
Did I write the reference letter wrong? Should I have done it in a topics form? How should I have written this letter?
Interactive media is pretty much a broad term, and the work I perform, doing stuff for iOS and Android, more specifically for 1 app, is not necessarily mentioned in the lead statement, except for the part that says:
+ Program animation software to predefined specifications for interactive CDs, DVDs, video game cartridges and
Internet-based applications
Would any1 be so kind to help me out here so I can send the application back as fast as possible?
Also, I called CIC and asked them about the refusal letter, and it was said to me that if there was any other mistake on my application (missing document or any other thing that could cause it's refusal), it would be stated in the letter as well. The person said that, for sure, it was the only mistake.
Can I be rest assured that all other docs (education, PoF, police certificates and so on) are all correct?
