it makes sense as a class 10 pass candidate doing the duties mentioned in a certain noc doesnot make him / her eligible under the skilled category even if he has a vast experience. atleast your educational qualification should be somewhat near to whats mentioned over there in NOC otherwise CIC wouldnot have referred to match the jd associated with the specified NOC
I may be wrong in my assumptions and my seniors may correct me as well but what i felt the logic can be this that i think and wrote that only.
As far as I know a high school graduate also qualifies if he manages to gets minimum 67 points out of 100. Technically, CIC cannot reject his application based on the fact that he has less education and is working on higher position. But they might look at educational requirement if they found that experience is fake. Lets say for instance a high school graduate performing same duties as CA within 3 years of joining that company and claiming experience using those duties. I am mot saying that it is not possible but CIC might investigate more into it and if they are not satisfied they give a reason of not having minimum education to perform the work they are performing and that's why they are rejecting their file OR lets say he has bachelors degree in Accounting and claims that he is working as senior IT specialist from past 3 years; at that time they look at educational requirement. But they don't look at it every time. I have came across few cases like that.
