Partially agree to that.... but don't forget, it is the "CANADA POST" (aka.. 'snail mail') which worked in his favor this time.
CIO does return the (-ve) Appln as soon as they complete their review/ assessment.
btw, do yo know what is date on his rejection letter from CIO ?

Oscar7 said:Good question, mate!! No, his is India address and came by snail mail and probably might have been reviewed 15 or so days ago. Was lucky that within his application received date he probably was among the first few to get his application reviewed by CIC folks.
From what I understand time taken for return application is a factor of when one sends the application and when it gets open for review (especially when it has come within the period of cap still open). Only after review they send back for rejections. Since mk's application was received on May 7th (or was it earlier than that?) it was fairly ahead in the queue of 2014 applications and got reviewed quickly and returned promptly as well!
It is another matter that for applications received post cap closure they might on purpose sit on the applications for ages to return after 4 or 5 months thinking there is no benefit in returning quickly so might as well do other things that are more important for them!!!
That's my logic, feel free to share if anyone has any other view. Cheers!!!!
