Now as per your questions, once your CC is charged, within 2 weeks (averaged, may vary a couple of days)
you might get a PER via e-mail (if you have mentioned your mail id) or via regular post at your address. This will contain your UCI number and file number and other stuff. After that your file is trasferred to the local Visa Office you mentioned in the app and you may(all VO don't intimate that)
get an AOR, which means they have received your file. Then your local Vo will contact you accordingly.
The reason everyone is asking your UCI number is because it remains the same for an applicant. Even in future if you apply for any visa the UCI number would be same. So when the CIC sends your a PER update, they have already updated the system with your status. Just to see the status before receiving the actual PER (to take advantage of the delay between status updation and sending of PER) you can use the UCI number on the E-CAS portal.
