Yes your spouse's liquid and unencumbered assets can count as settlement funds.
You don't need any official statement of the CAD value but you need to enter it in CAD on the schedule 3 so just calculate it by yourself using a standard currency exchange web site.
What can be proof of funds? Here are some examples, provided they are liquid and unencumbered:
cash
fixed/time deposits (provided you can withdraw at any time)
stocks, bonds, mutual funds, treasury bills, debentures (provided they trade on public markets and can easily be sold for cash)
surrender value of insurance policies
surrender value or immediately withdrawable portion of pension funds, provident funds, retirement funds, etc.
