You can't approach (especially your former) employer everytime you need a work reference except it is specifically addressed to a person or an institution. Once an employer has given you a work reference (addressed to whom it may concern),you can always make use of it so long as the facts remain the same. There's no validity on the work reference whatsoever.
For the prev employers, definitely it will not require...
Just to avoid any confusion for the CIC officers....
