There are 4 steps involved:
1. Completeness check - checking all required docs, forms are present and duly signed
2. Charging processing fee
3. Eligibility review - Checking if the applicant is able to score 67 or more points on the basis of information & supporting docs provided
4. PER - Sending PER mail
Whatever be the payment mode, all the applications have to go through the above mentioned steps. Its just that you get to know immediately if your cc is charged and DD cashing takes longer time compared to CC.
However, mode of payment doesn't affect the time involved in receiving PER. Applicants with any of the two payment modes receive PER more or less at the same time.
