I think, first of all u try for another IELTS, if u can get results by 15th Dec. Even, if date is not available, try going to IELTS center with the DD, they may accommodate. Note that for all practical purposes, ur app shud reach there by 19th Dec 2014 as after that CIC/courier services may be on holidays as most of Canada closes on end of business day of 19th Dec 2014 and opens on 2nd Jan 2015 (by which date FSW 14 will end). If such IELTS is not available, send it 5th Dec without waiting for the last moment, as snow storm may delay delivery by 1-2 days.
Yes, send the file with available ECA and explain that ur MPhil is accepted as Canadian Masters by several Canadian Government Universities and Canadian Provincial Governments as well as by IQAS and ICAS and CES. Tell them that another ECA is under process and it will be sent by end of January and u r only doing it as program ENDS ON 1st Jan 2015. Also, include payment receipt/email from ICAS and ur ICAS application/reference number. For better tracebility of ur addendum.
Remember,
1. In Past, hey have accepted docs sent later
2. CIC officer always have discretion of POSITIVE ELIGIBILITY REVIEW, where applicant does not meet 67 marks threshold but they still feel that he will be economically successful in Canada.
3. With ur existing ECA, u meet the requirements of COMPLETENESS CHECK. So, no issues with tht.
4. Most importantly, ur additional expense now will be the courier cost only, as u have already applied for ICAS ECA, worth taking the risk.
Don't forget to include all of ur transcripts and degrees.

For Education with ECA which is in my hands I might get either 21- or 22-points, needs clarification.
I have following degrees/certificates:-
1-BSC (14-Year schooling)
2-Diploma Electrical (14.5 Years Schooling)
3-MCS (16-Years Schooling)
4- MPhil/MBA (18-Years Schooling)

But WES issued me following ECA:-
1-My BSC = Canadian Two Years Diploma
2-My Electrical Diploma = Canadian Two Years Diploma
3-My MCS = Canadian 3-Years Bachelor Degree
4-My MPhil = Canadian 4-Years Bachelor Degree

With this ECA if I shall apply I shall get 21 or 22 points but in either case my total points will be either 65-point of 66-points.
I have already applied for another ECA from ICAS and I hope that I shall get it on approximately 25th of Jan, 2015 and I already made it sure that they will mention in my ECA my MPhil equal to Canadian Masters because some of my colleague who got same degree from the same university from where I am graduated got their MPhil equivalent to Canadian Masters from ICAS. So with this revised ECA I shall get 23-points and hence I shall have 67-points.
My question is that should I send my application to CIO now with this ECA which I already have and later on submit my new ECA from ICAS as addendum to my application to claim the 23-points? Whether CIC will accept it?
Because if I shall send my application now it might take around 90-100 days for CC to be charged. And prior to charging of CC I shall be able to send them revised ECA mentioning my MPhil equivalent to Canadian Master's degree as per new ECA from ICAS.
(OR) CIC will not accept revised ECA from ICAS as addendum to my application?? Please comment. Should I send my application with Cover letter explaining that my MPhil is accepted as Canadian Masters by several Canadian Government Universities and Canadian Provincial Governments as well as by IQAS and ICAS and CES. And promise in that revised ECA is on the way? Do they consider this type of explanations and cover letter. Because I have evidence from the Government official portals of these Public Universities as well as Provincial Government website.
Can anyone please elaborate? Because I have appeared twice for IELTS exams to get better points but without any positive results. Therefore at the moment I have this option to send my application and till the turn for opening of my parcel of application will come, up to that time my revised ECA will be already in the CIO as addendum to my application.
