I kinda know, for I live here. And I am trying to find out how is your statement connected to what I was asserting in the initial post (that PR is considered PR without his PR card and is free to move and work anywhere in Canada).

They absolutely are reviewed on a first come first served basis. Some applications take longer to review than others. And DDs take longer to clear than CC charges.

How do you know that they are pending and not rejected?

I heard from an unconfirmed source (this person took part in a recent CIIP seminar and heard this over there) that around Nov 15 the CIC folks would be busy with their annual employee family reunion. If so, it would mean a delay in charge/issuance of PER for late July/early-mid Aug applicants. Mine reached on 8th Aug, so I'm too facing a possible delay :(.

Having said that, if CIC does go on with this break then it would be a well deserved one for the people working at CIO. These people are certainly working hard for our betterment (it may seem slow to us, but going going through a mountain of paperwork day in, day out is certainly tedious beyond imagination). I wouldn't hold a grudge against them for this break.

PS: I am in no way certain of this news, however this was shared to forewarn others incase there is a delay after Nov 15 and people are looking for causes.

Until the application is checked for completeness, it cannot be confirmed as being received. Once it has been determined that the submission is complete, it is counted in the cap and the information is updated electronically. Due to high volumes of submissions, there is a lag between confirmation of receipt of a complete application and the electronic update of the cap count.

Great News.. but how do you think that the last file of NOC 2174 was charged 14 days ago.?

It takes several weeks up to 3 months to get your PR card. You can leave Canada for a year and come back later, but be aware:

1. You will not be able to re-enter Canada without your PR card as the FSW is a single-entry visa. (If you come from a country that does not need a visa to enter Canada, you can re-enter as much as you like, but if you need a visa, you only get a single entry.) Your PR card can only be sent to a Canadian address. You either need to wait for it or have someone send it to you.

2. You must stay in Canada for 2 out of every 5 years to retain PR.
