Do we get a message if CIC tries to do payment and it gets declined?

NO, you dont get message directly from CIC, but once 3 attempts failed, your application will be returned due to payment decline issue.
My suggestion; coordinate with your bank, inform them that you are expecting transaction from canada....

no, not from CIC at all, but check with your bank, in case of any transaction declined does bank send sms to their customers ? But NOT FROM CIC- NO MESSAGES FROM CIC , only application is returned back to applicant after 3 failed attempts of transaction, declined.

AOR is Acknowledgement of Receipt. Some VO after getting the application package from CIO, inform the applicants about it through e-mail. Note that NDVO don't issue any AOR for FSW2014 applicants.
