All educational docs 10, 12th and graduation need to be photocopied and notarized not for WES (Read my comments once again) but while applying to CIC. The deal is this:
Submit black/white photocopies of all the educational documents and get the highest qualification ONLY assed by WES. Whether somebody want to assess, all the educational level with WES is only optional(does not fetch any extra points, but it would be a real waste of time)
Only when the educational docs are not in English, the translation with notary is required.
As far as WES is concerned all mark sheets which help you to attain highest qualification need to be send to WES. (Not all, of course it wastes time) I have done it myself and so in a position to tell people.
Its always a good practice to notarize any photocopied docs that you send, especially when you deal with embassies who know the color of our inner wears. Its a matter of changing your life, so why take chances...
