Was your experience letter too complicated? immigration officers are not trained engineers so if the letter is too technical it might confuse them. Try to keep it simple and generic and as close to the NOC description as possible.

I received my application back today 20TH 0CT.
Application received date by CIO: 24TH JULY,2014
REASONS BEING:"Your letter of employment must clearly give evidence showing that you have performed the actions described in the lead statement"
My Boss used the one on the CIC page, it looks 80% close to the one stated by CIC but NEVER COPY-PASTED. The reason for rejection was the least expected to me, My Boss was shocked as well, he tried his best to do every thing appropriately.
PLEASE!! Is there any NOC 2145 " PETROLEUM ENGINEER" out there who would like to help me out with duties so i can send it to my Boss to use it as guide line to right new one, my Boss and I are confused about what CIO might be looking for.

Besides, your language is too harsh. If you don't like something, you need to learn to express it politely if you wish to integrate into a western society like Canada.
That joke explicitly mentioned that it wasn't intended to offend anyone. It didn't say anything about Nigerians, or about any individual or group or race. We all know we get emails about million dollar lottery fairly regularly asking for "only few hundred dollars" for transfer costs etc. Many of them are representing someone from Nigerian but every country has fraudulent and criminals, including Canada so I don't see anything wrong in making a joke on a criminal activity and the joke was about the activity not about a person or a group so I don't consider it to be disrespectful.
