brother i have searched on the internet at various sites, all of them says under FSWP u cant directly land into quebec! if u want to go to quebec directly then u have to apply under quebec skilled program.
the govt of quebec dont support fswp, they have their own program.
but yes after landing anywhere except quebec and living in canada for some 3 to 6 months, u can move into quebec.
its all govt issues, province of quebec just dont support fswp. its a total french province and they have their own rules and laws.
similarly a person who applied under quebec program, cannot directly land into anywhere else, he/she must land in quebec and then do the same things to move in anyother place.
may be its language issues, like if u know french but dont know english, its not a prob for quebec but if its vice versa then u cant allowed entry into quebec. with just ielts u cant enter into quebec, u must know french. even though both eng and frnch are official languages but this one the imp issues.
u can search on the internet to get to know more about this thing. but for me its not a big issue, let urself land anywhere and after sometime move anywhere. not a big deal.
