It is always advisable to send query at after 10 weeks of receiving application so that if an application has been rejected, applicants know it in case returned file get lost on the way. Note that last year I got my document back after 6 months of sending application.

am i right that for returned applications, CIC will not send an email to explain the return?
if this is the case, it could be very possible that many applications that are not hearing back from CIC in regular time frame have been returned, just they don't know that yet.
seniors pls help explain this. because if it is like this, returned applications can hardly have a second chance to resend, as we know canada post regular mail can be very less reliable for international deliveries.
