My thoughts on this.
An institute like CIC will try to avoid duplication/waste of time at all cost, that too given the huge load they are expecting in 2014. Hence, they would not want to do completeness check and then later discover that it is wasted effort because they cap is already filled.
They might have a conversion/calculation logic, based on which they are assuming that by this no. of apps which passed completeness check, the caps would get filled. My guess is that they might have already done completeness check till end of July. However, I must say that in spite of being very logical, some times I might fail miserably as there are too many unknown factors.
The best way to know about this is by closely monitoring 2174 for the next two weeks.
