1.) Completeness check is a semantic check. So if they find a document which they trust would be the birth certificate. They would move on for CC charge. But for PER, they need to see positive eligibility for FSW. So the Age Eligibilty factor has to proved. So in an application with Principal and Dependent, will they look for deterministic proof for the dependent too. If so, would they consider that the document is not a BC. Just a question from a really worried applicant
May sound crazy.
2.) I did some background study for rejections which were birth certificate. I distinctly remember 2 cases. One was related to rejection before CC charge. Another was at PER stage. I will try to dig that up in a moment.
