For 22 points, you need at least one 3 years or longer post-secondary credential in combination with another post-secondary credential (this is exactly how it's worded on the left of the sheet and also the guideline). There is no year limit on the second credential. As long as it's considered a post-secondary credential, it's good. Andy's diploma is considered a 2-year post-secondary credential and additionally he has a 3+ years Bachelor's degree. I completely Agree with Oscar on this.....No need to wait for PER to initiate PCC. I've been saying this all the while. And PCC is required for all countries (other than Canada) where stay has been > 6 months since the age of 18 Years.
