Please correct me if my understanding is not right.

Like I said in my post, VO might make an exception. So, it really depends on the VO. Therefore if a new one can be issued without much trouble then it is a good idea to do so to avoid any future delay. Also, if you haven't been to the country since the PCC was issued, then the PCC beyond the validity period can be accepted by the VO.

It's not about international, it's about bank rejecting the transaction by detecting it as fraudulent if you don't regularly do international transactions, especially of high value.
