The reason I am in suspicion that these NOCs may be getting an extra attention is, none of the 0013/0015 applicants are even charged yet let alone getting PER.
The reason I am so sure about my case is, I am appointed by the company board of directors to my position 12 years ago and still holding the position.
My name and position is listed on many legal, tax and government documents so giving the CIC a solid proof was very much easy, thats why I don't agree with your "related only to the completeness of your file with sufficient evidences" thesis.
Why do you think none of the previous 0013/0015 applicants aren't yet even charged? I can understand one or two applicants not getting charged due to the insufficient information but honestly, i really do not know why we arent even charged yet.
Additionally, even "in-sufficient" information is not a reason for not getting charged. Only completeness of the documents is necessary for the initial charge.
Do you think none of the 20 0013/15 applicants sent "complete" files?!?
There must be some other reason.

And about everyone trying to be helpful here; I completely agree. But replying with a "I don't know" shouldn't be so hard for someone who has already posted 2000 times on this forum.

First of all, I think all ppl here are trying their best to answer all inquiries and doubts as much as they can, the point is that, they are not CIO officers so they won't have answers for every question.

Regarding how the CIO treats the 00xx NOCs: personally I think there is no real difference between 00xx and other NOCs, since CIO is not arranging a job offer for any immigrant so I think there is no point to give high attention for some NOCs over others.

I believe it should be related only to the completeness of your file with sufficient evidences...that should be ENOUGH. I mean from CANADA gov point of view, what is the difference between issuing a PR to Senior Telecommunications Manager and Computer Technicians :), both of them are not granted a job once they land.. I really don't get the point of treating these NOCs in a different way. I think the real challenge will be in convincing them that the applicant is fulfilling the job duties and this is usually done for any other NOC (some 2174 applicants were rejected due to insufficient evidences of job duties).

Ahhh. you said 3rd week! I read May 3rd. But it still shouldn't take 3-4 months, I think may be 3-4 weeks.

you have a very valid point here Max.. I just want to understand the logic.. CIO won't arrange a job for any immigrant, so theoretically all NOCs should be treated the same..don't really understand, it's not a job interview!!

On the other hand, there is 0013 applicant whose application was returned due to IELTS certificate missing.

To start off, no one here is obligated to reply to everyone. It's not a customer service helpline. Many people will only respond to queries that they can answer and rightly so since even with more than 2000 posts in the forum, it still isn't their job to monitor and answer each and every question, especially when they don't know the answer.

Second, I really still don't think you have a reason to worry. There aren't many applications under 0013 and 0015 in this forum to accurately determine what's going on. There are only 7 applicants under 0013 whose applications are received before May 28 (latest charge date) and only 1 applicant under 0015 (already charged) before May 28. Also, CIC's latest cap update does show that 9 and 40 complete applications for 0015 and 0013 respectively. So I don't see any evidence pointing to your theory yet.

Given the most recent updates of CIC caps, do you consider that things are going to speed up a little from now on? It seems they're taking toooo long processing only May applicants.
I'm an August 7th applicant (2171) and it seems quite distant our turn.

So what do you think the reason for the pre 13th (as we haven't heard from pre 13th apps for a while now) 0013/15 applicants hasn't been charged yet?
Are they all incomplete applications?

Some May 7th and 8th applications are still being charged. So there is no reason to think that the yet-to-be charged applications are all incomplete.

Also, it is possible that some of those applications for 00 categories might have been rejected (but yet to be received by the applicant) primarily due to insufficient job duties/mismatch since these are really high-qualification NOCs and would be difficult to qualify for. We had some discussion about this issue for a couple applicants early on (they applied to it even though their duties didn't seem like is enough). But if you are sure about your application, I would not lose my peace over it.
