You may read last 40-50 pages where estimation method has been extensively discussed and step-by step explained by Oscar7.
The numbers are taken from SS and CIC websites, the exact calc for ur NOC and App received date can be easily derived from there.

Presumably, your uncle is a PR or a Canadian citizen. Or else, wouldn't be helpful for your application. See Section 14 of the Document Checklist. If he doesn't have a birth certificate (some countries don't issue birth certificates), does he not have a national ID card which shows the names of his father/mother? Or family/household registry/book (See Section 16 of the Document Checklist)? What did your uncle provide CIC for his PR application as a birth certificate?
